A congressional district is a few hundred neighborhoods. We campaign in every one.

Federal races have bigger budgets and bigger districts, but they are won the same way local races are: by reaching the voters who decide them with something that matters to them. We bring the precision we built in local elections to congressional campaigns.

What does URSA do for federal campaigns?

URSA provides targeted media and turnout programs for federal candidates and committees: household targeted streaming TV, digital, video production, peer-to-peer texting with persuasion scripts, and strategic outdoor, all built from the voter file, county property data and licensed L2 and i360 data in Culper. Every piece carries the disclaimer federal law requires.

Local Precision at Federal Scale

A congressional district in Texas holds more than three quarters of a million people, often across several counties and parts of a major media market. Broadcast television reaches the district, but also millions of people who do not live in it. Streaming lets a federal campaign buy only the households inside the district lines and only the voters in the target universe.

Inside the district, the same rules that win local races still apply. A suburban county and a rural county want to hear different things. Subdivisions have their own issues. Persuadable voters and unreliable supporters need different contact. We bring the micro-targeting, issue mapping and persuasion programs we run every day in local elections, and scale them across the district.

  • Strategic outdoor

Boards placed where the issue is, in the communities that matter most.

Built for Federal Compliance

Federal campaigns operate under Federal Election Commission rules, including the "paid for by" disclaimers required on public political communications and the stand by your ad statement required in candidate television ads. Platforms have their own political ad verification as well. We build compliance into production and placement from the start, and we work alongside the campaign's compliance counsel.

Can streaming TV target a congressional district?

Yes. Because streaming ads are placed by household, a campaign can match addresses inside the district lines to streaming households and avoid paying for viewers in the rest of the media market.

What disclaimers do federal campaign ads need?

Federal law and FEC rules require public political communications to say who paid for them, and candidate television ads need a statement from the candidate approving the message. The exact requirements vary by medium, so we work with each campaign's compliance counsel.
